If not, clogged egr, stuck open is the culprit. You can see under-boost / over-boost that are a symptom of a plethora of problemsģ.- maf and egr performance - here you can read if your egr is opening and closing according to the spec.
check turbo perfomance (group 11) confirm your turbo is up to the task by plotting the expectes vs real boost during a test drive. Usually deviations are caused by clogged injectors.
